there is nothing magical that ensures either charter schools or virtual education will be innovative and different. Each provides the opportunity for something new and potentially powerful: charters through a new governance model, virtual learning through a new instructional model.
the potential of online education to do many of the things it promises: to provide a more personalized and responsive education than the traditional lecture format, to allow students to proceed at their own pace, and to give teachers a new way to teach.
